The Council of Europe, an organization dedicated to promoting human rights and democracy across Europe, strongly condemned the decision to incarcerate the Istanbul mayor.
Marc Cools, head of the Council’s congress of local authorities, stated, “We deplore the decision to detain Istanbul Mayor Ekrem Imamoglu, and demand his immediate liberation.”
Analyst: Erdogan Determined to End Imamoglu’s Career
Soner Cagaptay, director of the Turkish Research Program at the Washington Institute for Near East Policy, and an Erdogan biographer, suggested the arrest signifies an extreme measure by Erdogan against a key political rival.
“Erdogan is resolved to take any necessary action to terminate Imamoglu’s political trajectory,” Cagaptay commented. He added, “(Imamoglu) outperforms Erdogan in every conceivable presidential opinion poll.”
International Climate Favors Erdogan, Analyst Suggests
Cagaptay posited that the current international environment, characterized by the European Union’s apparent desire to maintain favorable relations with Turkey amidst Russian security concerns, and the United States’ focus on domestic issues, enables Erdogan to act without fear of significant international repercussions.
“The E.U. is compliant, and the United States is internally focused,” Cagaptay concluded.
Prior Legal Challenges and Diploma Controversy
Prior to his recent detention, Imamoglu was already contending with numerous legal cases that carried potential prison sentences and political bans. He was also in the process of appealing a 2022 conviction for allegedly insulting members of Turkey’s Supreme Electoral Council.
Earlier in the week, a university invalidated Imamoglu’s diploma. Citing purported irregularities related to his transfer from a private university in Northern Cyprus approximately 30 years prior, the decision effectively disqualifies him from presidential candidacy, which mandates a university degree. Imamoglu had pledged to contest this ruling.
Imamoglu’s Rise and Previous Electoral Successes
Imamoglu’s election as mayor of Istanbul in March 2019 represented a significant setback for Erdogan and his Justice and Development Party, which had governed Istanbul for 25 years. Erdogan’s party initially challenged the municipal election results in the city of 16 million, alleging voting irregularities.
Repeat Election and Continued Mayoral Term
This challenge led to a rerun of the election a few months later, which Imamoglu won again. He further solidified his position in the subsequent local elections last year, during which the CHP achieved considerable gains against Erdogan’s ruling party.
