Mr Hancock explained the tiers would be reviewed every two weeks, giving areas the chance to move down if they get their infection rates under control.
He said: “Regardless of your tier, I ask everyone, we must all think of our own responsibilities to keep the virus under control.
“The less any one person passes on the disease, the faster we can get this disease under control together.”
The Health Secretary acknowledge more regions would have wanted to be in Tier 1, including his own constituency in Suffolk.
