“There’s almost a divided sentiment,” observes Sylvia Carrillo, the city manager of Bastrop, a city experiencing population growth and now exceeding 12,000 residents. “Many residents are pleased that their children and grandchildren will find employment opportunities within the region.”
“Conversely, there’s a feeling of being overshadowed by external forces, and apprehension that rapid urbanization could alter the character of our area,” she adds, highlighting the community’s complex reaction to the rapid changes.
Although the Musk development is technically situated outside Bastrop’s city limits, its close proximity grants the city government influence over its development under Texas state law. Ms. Carrillo emphasizes that the Musk projects are part of a broader pattern of growth unfolding across the region.
“He has faced pushback that is not entirely self-generated,” she notes, suggesting broader regional growth pressures are also at play.
“Now that he is here and changes are occurring rapidly, the focus is on managing issues such as housing costs, land values, and environmental concerns,” she explains, indicating the city’s approach to navigating the impacts of development.
Hyperloop Plaza and Local Amenities
The Musk campus is still in a relatively early phase of development. At its core lies Hyperloop Plaza, which hosts the company-operated Boring Bodega, featuring a bar, coffee shop, salon, and gift shop.
On a recent Sunday afternoon, a silent video game console stood near company merchandise, while children played outside, suggesting a nascent community space.
The developments in Bastrop are symptomatic of the accelerating activity throughout central Texas, characterized by construction cranes dominating the Austin skyline and housing market discussions dominating local conversation.
Historical Context and Shifting Industries
The region has weathered various economic cycles, including booms and busts in industries like lumber and coal extraction, according to Judy Enis, a volunteer at the Bastrop Museum and Visitor Center.
During World War II, Camp Swift, a U.S. Army installation north of Bastrop, hosted tens of thousands of soldiers and approximately 10,000 German prisoners of war, a period Ms. Enis believes had a greater impact than current developments.
Diverse Opinions on Musk’s Influence
Perspectives on Musk vary significantly, intertwined with both political views and opinions on economic progress in a region still largely defined by its rural character.
Judah Ross, a local real estate professional, points out that the development has intensified population growth, which initially began with the Austin boom and accelerated during the Covid-19 pandemic.
“I admit my bias towards growth,” Mr. Ross states. “I appreciate this area and want to contribute to its progress.”
“The influx of jobs is undeniably positive,” he adds. “In the past year, I’ve facilitated home purchases for individuals employed by Boring and SpaceX,” illustrating the direct economic impact.
Alfonso Lopez, who returned to Texas after working in Seattle’s tech sector, initially viewed Bastrop as a short-term real estate investment, but quickly grew fond of the town’s local businesses and community atmosphere, leading him to reconsider his plans.
Balancing Progress and Local Concerns
Mr. Lopez, while not an avid admirer of Musk and critical of certain management styles and political stances, acknowledges and appreciates the technological advancements of his companies and is content to reside nearby, provided they remain responsible corporate neighbors.
“As long as they safeguard our water resources and avoid subterranean tunneling under my property,” he jokes, gesturing towards the facilities at Hyperloop Plaza, “I’m happy to utilize the local amenities.”
His concerns about water quality are grounded in reality. The Boring Company faced a fine of $11,876 from the Texas Commission on Environmental Quality for water pollution violations last year.
Initially planning to discharge wastewater directly into the Colorado River, The Boring Company, following local opposition, agreed to divert the discharge to a Bastrop wastewater treatment facility.
Water management issues appear to have slowed down housing development plans, which reportedly include over 100 residences for Musk employees. However, these housing plans have not yet materialized. Currently, employee housing is limited to temporary trailers near the Boring Bodega, bordered by open land. City Manager Carrillo anticipates significant residential construction to be at least a year away.

In November, SpaceX applied for a free trade zone designation to streamline the import and export of materials at the Bastrop facility, aligning with trade policies associated with Donald Trump.
Such designations are common practice for manufacturing operations across the U.S.
Local Texas authorities have supported the free trade zone, anticipating economic benefits despite an estimated $45,000 reduction in county revenue this year.
Furthermore, SpaceX is slated to receive $17.3 million from the Texas government for site development, a grant projected to stimulate over 400 jobs and $280 million in capital investment in Bastrop.
While direct criticism of Musk is limited in face-to-face interactions, online forums reveal stronger negative sentiments.
“They will ruin everything around here,” one local resident posted online. “Nothing positive will come from this.” This online sentiment contrasts with the more tempered public views expressed directly to reporters.
Bastrop’s Strategy: Preservation and Controlled Growth
City Manager Carrillo indicates that she has not observed significant local anger related to Musk’s political activities.
To safeguard Bastrop’s character, the city has recently implemented ordinances to manage housing density and establish public green spaces, aiming to preserve the “historic nature” of downtown while accommodating growth in surrounding areas.
Bastrop, she reiterates, is a traditionally conservative, Republican-leaning community.
“His national politics aren’t a primary concern for most here,” she concludes. “His companies have operated responsibly as corporate entities, and we hope they will continue to do so,” reflecting a pragmatic, measured approach to the ongoing development and its impacts on Bastrop.
