Russia’s Strategy of Attrition
The NATO official noted Russia’s recent territorial gains in eastern Ukraine, particularly around Torezk and near Pokrovsk. This progress aligns with Russia’s apparent strategy of accepting “high losses in exchange for slow gains,” suggesting a willingness to endure substantial casualties to achieve limited objectives.

In February of this year alone, Russia reportedly incurred 35,140 casualties, according to the NATO official, further emphasizing the heavy toll of the ongoing conflict.
Ukraine’s Perspective and Actions
Ukrainian President Volodymyr Zelensky commented on last year’s surprise advance into enemy territory, viewing it as a success despite the general withdrawal of Ukrainian troops from Russia’s Kursk region.
Moving War to Russian Territory
Kyiv initiated a counter-move against Moscow, launching a limited incursion in August. Zelensky stated in a video address that “It is absolutely fair to move the war to where it came from,” justifying Ukraine’s actions to bring the conflict onto Russian soil.
Operations in Kursk Region
Zelensky’s video was recorded in Ukraine’s Sumy border region, the staging point for Ukrainian forces entering Russian territory. He mentioned discussing with commanders fighting in Kursk the necessary equipment and support, emphasizing ongoing efforts to “protecting our positions.”
