Paraguay Retaliates Against Brazil Amid Espionage Claims
ASUNCIÓN, Paraguay – In a diplomatic escalation, Paraguay has withdrawn its ambassador from Brazil following revelations that Brazilian intelligence agencies conducted espionage operations targeting Paraguayan officials in 2022. The Paraguayan government further declared a suspension of ongoing discussions with Brazil concerning the Itaipu hydroelectric dam, a major binational project.
Espionage Revelation Sparks Diplomatic Friction
The decision by Paraguay ensued after Brazil’s Ministry of Foreign Affairs admitted that the prior administration under Jair Bolsonaro, a right-wing political figure and predecessor to current President Luiz Inácio Lula da Silva, engaged in clandestine surveillance against its smaller South American neighbor.
Brazil Claims Surveillance Ceased
President Lula’s administration asserted that the surveillance activities against Paraguay were immediately terminated upon their discovery. However, the Brazilian government provided no details regarding the specifics of the operation or the individuals targeted.
Cyber Espionage Allegations Center on Itaipu Dam
According to reporting by the Brazilian news outlet UOL, intelligence operatives from Brazil allegedly breached Paraguayan computer networks to procure confidential information pertaining to tariff negotiations related to the Itaipu Dam, a shared infrastructure project on their mutual border.
Paraguay Suspends Dam Negotiations, Demands Explanation
On Monday, Paraguay announced the cessation of months-long negotiations with Brazil concerning the costs associated with hydroelectric power generation from the Itaipu Dam. Paraguayan officials stated that these talks would remain suspended until Brazil furnishes a satisfactory clarification regarding “the intelligence action ordered against our country.”
Investigation Launched into Alleged Espionage Timeline
The Paraguayan Foreign Ministry has initiated a formal investigation into the precise nature and extent of the alleged espionage activities. These operations reportedly occurred between June 2022 and March 2023, during Bolsonaro’s presidency. Paraguayan authorities maintain they were unaware of any such infiltration.
Paraguay Condemns “Violation of International Law”
“It constitutes a breach of international law, an intrusion into the domestic affairs of a sovereign nation,” stated Paraguayan Foreign Minister Rubén Lezcano to members of the press. “We are under constant threat, and this ministry is undertaking all indispensable measures to safeguard our sensitive data.”
Diplomatic Measures Undertaken
Minister Lezcano confirmed the recall of Paraguay’s ambassador to Brazil. Additionally, the Brazilian ambassador to Paraguay has been summoned to Asunción to furnish a formal explanation concerning the alleged cyber espionage campaign.
No Rupture in Diplomatic Ties
Despite these actions, diplomatic relations between the two nations have not been severed. The Brazilian Embassy in Paraguay will continue to operate.
Historical Tensions Resurface
Nevertheless, this dispute underscores a resurgence of long-standing tensions between the two neighboring countries. These tensions have historical roots in Brazil’s invasion of Paraguay in the 1860s, which triggered a devastating conflict resulting in Paraguay losing a significant portion of its territory and a large segment of its male population.
Itaipu Dam: A Point of Contention
The Itaipu Dam, capable of generating approximately 14,000 megawatts of electricity, has remained a persistent source of contention for Paraguay. Many in Paraguay perceive the original treaty governing the dam – which compels Paraguay to relinquish to Brazil any energy it does not consume domestically, instead of selling it to other nations – as an affront to Paraguayan national sovereignty.
