NYPD Captain Relieved of Command Amid Subway Crime Report Allegations
A commanding officer of an NYPD transit district in Queens has been relieved of his post following accusations of ordering the fabrication of police reports to understate subway crime within his jurisdiction, according to sources.
Accusations of Falsified Reports to Understate Subway Crime
Captain Steven Hyland, formerly in charge of Transit District 20 in Jamaica, purportedly directed two sergeants and a lieutenant under his supervision to forge reports – including signatures – to minimize reports of robberies and grand larcenies within the subway network, law enforcement sources stated.
Sources indicate that in one instance, Hyland reportedly instructed an officer to alter a complaint initially marked “legit” to dismiss it.
One source characterized his alleged actions as further victimizing crime victims.
Reassignment and Internal Investigation
Currently, the veteran officer has been reassigned to a less prominent role within the Brooklyn court system while department officials consider potential disciplinary measures.

“Upon learning of the investigation, the police commissioner instructed all involved to treat the matter with utmost seriousness,” another source disclosed. “He was immediately transferred.”
Commissioner Tisch’s Reform Efforts
Police Commissioner Jessica Tisch assumed leadership of the NYPD late last year, pledging to reform the department and confront the purported “old boys club” within its ranks.
Within her first month in office, she reorganized leadership and eliminated certain benefits.
Ongoing Concerns About Subway Security
Subway security remains a significant concern for New York City commuters, even with a recent overall decrease in transit crime statistics.
NYPD representatives did not offer an immediate response to requests for comments regarding Hyland’s position. Hyland could not be immediately reached for comment either.
