Despite fury from eastern states including Hungary and Poland, the French President is ploughing ahead with his proposals for a 12-month cap on pay for posted workers.
EU ministers ruled the system, which allows employers to temporarily “post” migrant workers to another state without abiding by local labour rules, should be limited to 12 months, with an option to extend it to a further six.
The European Commission had previously set a two-year limit, which was broadly agreed by member states.
Emmanuel Macron welcomed the deal, tweeting: “Europe is moving forward. More protections, fewer frauds.
“Perseverance, dialogue and ambition enable Europe to transform for the benefit of all.”

The move is set to create more divisions between the east and west of the bloc, with the likes of France, Germany and Belgium backing a change, but Poland and the Czech Republic digging in their heels to keep the directive as it is.
The 39-year-old premier has been engaged in a bitter battle with eastern European nations over changes to the rules and has accused some of abusing the directive to force a “race to the bottom” in wages and workers’ rights in the west of the bloc.
But former Soviet countries say they should be allowed to compete with wealthier EU nations by making use of their cheaper labour.
Hungary, Poland, Latvia and Lithuania voted against the changes, while the Czech Republic’s labour minister warned limiting freedom of movement of workers would turn citizens in her country against the EU.
Europe’s eastern states have hit out at Mr Macron, saying his campaign will crack down on the freedom of their workers and companies to operate in the single market, according to the Financial Times.
Poland has already laid into Mr Macron over his reform of posted workers saying he is “arrogant” and “lacks political experience”.
Meanwhile, Czech labour minister Michaela Marksova warned the move would push her country “far closer to Czechxit” – an EU exit.
