NPR urges its stations to lobby members of Congress as Trump admin seeks to pull federal funding

NPR Urges Stations to Contact Congress Amid Funding Cut Concerns

A memorandum, dispatched on Monday, was issued following reports about the White House’s strategy to submit its rescissions package to Capitol Hill this week, a shift from the initially expected date of April 28. A vote on these proposed cuts could occur as early as the week of May 5.

Call to Action: Mobilizing Stakeholders

The memo, initially disclosed by The New York Times, stated, “In preparation, we are accelerating the timelines for all stakeholder communications. NPR’s Policy and Representation team has developed updated templates for station and grassroots stakeholder activation. We are requesting a deadline of May 2 for these letters to reach legislators. Engage your Board members, Community Advisory Board, station volunteers, major donors, community partners, business leaders, and emergency management officials who collaborate with your station, and urge them to communicate their opposition to rescissions and support for your station to Congress.”

Coordinating Station Advocacy Efforts

NPR has requested its stations to notify the national headquarters upon sending letters to lawmakers and to report any responses received.

White House Push for Funding Rescissions

Earlier this month, Russ Vought, President Donald Trump’s budget director, circulated a memo advocating for significant budget reductions. The memo proposed slashing $1.1 billion allocated to the Corporation for Public Broadcasting (CPB), alongside $8.3 billion designated for USAID.

Vought’s memo asserted, “Since the beginning, the Trump Administration has targeted inefficiency, misuse, and irregularities in Federal spending through executive action, DOGE review, and other departmental and agency initiatives. Congress has indicated strong interest in supporting these endeavors and requested the Administration to transmit rescissions to Capitol Hill for prompt consideration.”

“OMB recommends the Administration respond with two proposals to reduce $9.3 billion. The first proposal involves a rescission of $8.3 billion in inefficient foreign aid spending (out of $22 billion) that does not expire in Fiscal Year (FY) 2025. The second is a separate rescission of all Federal funding for the Corporation for Public Broadcasting (CPB) — which funds the public radio and public television system, often perceived as having political bias.”

Public Media Leaders Defend Funding on Capitol Hill

In March, NPR CEO Katherine Maher and PBS CEO Paula Kerger appeared before the House DOGE subcommittee. They faced intense questioning from Republican legislators regarding alleged political partiality, as the media executives defended the necessity of their federal funding.

PBS Warns of Service Disruption from Funding Cuts

In response to Vought’s memo, Kerger expressed serious concern about the detrimental impact the loss of federal funding would have on PBS.

“The ongoing effort to persuade Congress to rescind public media funding would disrupt the vital services PBS and local member stations provide to the American public,” Kerger stated in a communication shared with Fox News Digital.

“There is perhaps nothing more intrinsically American than PBS, and our work is only possible because of the bipartisan support we have consistently received from Congress. This public-private partnership enables us to assist millions of children in preparing for academic and life success, and it also supports the creation of enriching and inspirational programming of the highest caliber,” she continued. “Rescinding these funds would severely impact PBS member stations and the crucial role they fulfill in communities, particularly smaller and rural stations that depend on federal funding for a significant portion of their budgets. Without PBS member stations, Americans will lose access to distinctive local programming and essential emergency services during crises.”

Kerger further stated, “We are proud to showcase important issues, individuals, and locations that might otherwise be overlooked by corporate media. We are committed to demonstrating our value to Congress, as we have for the past 50 years, to uphold our commitment to the American people to maintain our organization, and service, strong and indispensable.”
