Coroner Condemns “Ineffective and Unsafe” Driver Vision Rules Following Fatal Collisions

Current driver eyesight standards have been strongly criticized as “ineffective and unsafe” by a coroner investigating a series of deadly crashes. A senior coroner in Lancashire, Dr James Adeley, stated the existing system is “unfit to meet societal needs.” The denouncement of current road safety measures comes amidst scrutiny of the DVLA’s self-certification process for driver vision.

“Lax” Vision Regulations Under Scrutiny

Dr. Adeley described the UK system as among the “most lenient in Europe,” highlighting that motorists are only required to self-certify their vision to the Driver and Vehicle Licensing Agency (DVLA) to legally operate vehicles. This assessment follows inquests into the deaths of four individuals tragically killed after being struck by automobiles in separate incidents. The drivers involved in the accidents that resulted in the deaths of Marie Cunningham, 79, Grace Foulds, 85, Peter Westwell, 80, and Anne Ferguson, 75, were all experiencing impaired vision at the time of the three distinct collisions.

Fatalities Highlight Systemic Failures in Vision Checks

Concluding his findings, Dr Adeley emphasized: “The four fatalities shared a common element: the drivers’ eyesight was significantly below the required standard for driving.”

“The present system for ‘ensuring’ drivers meet the legal visual requirements is ineffective, unsafe, and inadequate for the needs of society, as tragically demonstrated by the deaths of Marie Cunningham, Grace Foulds, Anne Ferguson, and Peter Westwell. In these cases, the DVLA continued to grant licenses to drivers who did not meet the necessary vision standards,” he asserted.

The United Kingdom is one of only three nations that depend on self-reporting to ascertain whether drivers are safe to be behind the wheel.

Legal Representatives Advocate for Stricter Measures

Terry Wilcox, from Hudgell Solicitors, representing the families of Mrs Cunningham, Mrs Foulds, and Mr Westwell, emphasized the absence of preventative measures to stop motorists with poor vision from driving.

“Nothing in Place” to Prevent Unsafe Driving

He stated: “Individuals disregard directives when they are inconvenient, and in reality, there is no mechanism to prevent irresponsible individuals from endangering others by driving when they shouldn’t.”

“Currently, the DVLA operates a system where it trusts drivers to self-report, surrender their licenses, and cease driving when advised by a healthcare professional that their eyesight is below the required standard.”

“This inquest has tragically demonstrated that this self-reporting system is simply not effective,” Wilcox concluded.
