Subsequently, the 58-year-old driver was observed taking a ¥1,000 note from the fare deposit. During questioning by his superiors, the driver initially denied any wrongdoing, despite the availability of video evidence contradicting his claims. Following his termination and the subsequent loss of his retirement benefits, the driver initiated a lawsuit contesting the severity of the repercussions.

After losing the initial legal battle but succeeding in an appeal, the case reached the highest court in Japan. The Supreme Court’s verdict against the 58-year-old driver cited a pattern of problematic conduct, referencing prior disciplinary actions, including an incident where he was cautioned for smoking an e-cigarette on an empty bus during work hours. Shinichi Hirai, a spokesperson for the Kyoto public transportation authority, commented to the Japan Times:

“Bus operators work autonomously and are entrusted with public funds. We regarded this instance of embezzlement within our operational framework as a grave matter. Leniency in such situations could foster negligence within our organization and potentially erode public confidence.”
