Over the years, Opera has established collaborations with telecommunications providers in Africa to furnish Opera Mini subscribers with complimentary data access. However, in the previous year, their free data program in Kenya was discontinued following a regulatory directive restricting advertisements on bookmark tiles within browser interfaces.
