New Tourism Measures Implemented in Spain’s Balearic Islands

Authorities in the Balearic Islands, a popular Spanish archipelago, have enacted a new tourism decree designed to manage the impact of visitor numbers across the region. The regulations are being introduced in response to increasing local concerns in Majorca, Ibiza, Menorca, and Formentera, as well as other parts of Spain. Many Spanish citizens believe the escalating influx of tourists annually is driving up living costs and contributing to unaffordable housing. The newly established Tourism Containment Measures decree includes provisions aimed at tackling unlicensed tourist rentals and preventing the development of new tourist accommodations in multi-family residential buildings. A temporary limit of 90,000 holiday rental spaces is currently in effect while the regional government determines a permanent cap.

Government Position on Tourism Impact

Antoni Costa, the vice-president of the Balearic Islands, stated that the primary objective of these fresh measures is to “contain” the repercussions of tourism, rather than to diminish overall visitor arrivals.

He clarified, “Not one more bed will be permitted. This administration has never been dedicated to decreasing the quantity of beds. Our commitment is solely focused on reducing unlawful tourist rental accommodations.”

Mr. Costa also conveyed that the government is engaged in a “full-scale confrontation” against the illegal supply of tourist rentals.

The Mallorca Hoteliers Federation described the situation as “scandalous” and “incomprehensible” that such a large number of rental places remain accessible given the existing housing crisis on the islands.

Widespread Protests Reflect Growing National Frustration

Recent weeks have seen demonstrations taking place across Spain, as Spanish nationals articulate their apprehension regarding current tourism levels.

Hundreds of thousands of individuals participated in these protests, spanning across 40 cities nationally.

“They are evicting all of us to create tourist apartments,” commented Margarita Aizpuru, a 65-year-old resident of Madrid, to Reuters news agency.

In 2024, Spain welcomed a total of 94 million tourists, positioning it as the second most visited nation globally, highlighting both the economic benefits and challenges of mass tourism.
