Russia Reportedly Enlisting Chinese Citizens for Ukraine War Effort

Moscow is allegedly employing a dual strategy to recruit Chinese nationals into the Russian military amid the ongoing conflict in Ukraine. Reports surfaced earlier this week after Ukrainian President Volodymyr Zelensky stated that Ukrainian forces apprehended two Chinese individuals following a skirmish in the Donetsk region. President Zelensky indicated that identity documents, bank cards, and other items confirming their nationality were recovered. The United States, under President Donald Trump’s administration, has pledged to investigate evidence suggesting the presence of Chinese foreign fighters alongside Russian troops.

Social Media and Financial Incentives Used for Recruitment

According to the Institute for the Study of War (ISW), Russia is purportedly leveraging social media platforms and monetary inducements to enlist Chinese citizens into its armed forces voluntarily, as detailed in their daily conflict report dated April 10. Experts noted President Zelensky’s assertion that Russian forces are utilizing platforms such as TikTok and other social networks to disseminate recruitment notices targeting Chinese individuals. These notices, it is claimed, have led to a number of Chinese citizens travelling to Moscow. Upon arrival, they allegedly undergo medical evaluations and a period of military training, ranging from one to two months, before deployment to Ukraine.

Details Emerge of Chinese Recruits’ Alleged Enlistment

The ISW report further elaborated on recruitment methods, stating:

“Ukraine’s Security Service (SBU) disclosed on April 9 that a Russian operative directly recruited one of the Chinese citizens recently captured by Ukrainian forces in Ukraine. This recruitment purportedly took place within the People’s Republic of China (PRC). The SBU further claimed that the Chinese citizen formalized an agreement with the Russian Ministry of Defense (MoD) upon reaching Moscow in February 2025.”

Internet Advertisements and Financial Enticements

The SBU also indicated that another captured Chinese individual entered Russia under the guise of tourism in December 2024. This individual is alleged to have signed a contract with the MoD after encountering an online advertisement offering a substantial financial reward of two million rubles (approximately $24,000) for joining the Russian military.

Claims of Chinese Fighters and Beijing’s Response

Adding to these developments, The Kyiv Independent reported the existence of a document displaying photographs and passport details of 13 Chinese citizens reportedly serving in the Russian military as of April 2nd. In response to Ukraine’s claims of over 155 Chinese citizens fighting with Russian forces in Ukraine, Chinese foreign affairs spokesperson Lin Jian stated on April 10th that Beijing was unaware of these allegations.

UK Considers Peacekeeping Force as Conflict Persists

Amidst these recruitment allegations, the conflict continues to escalate, and the UK government is progressing with plans to finalize a peacekeeping force deployment in Ukraine.

Defence Secretary Emphasizes Continued Pressure on Putin

Defence Secretary John Healey described these peacekeeping plans as “tangible and significant” at the commencement of a further meeting of the “coalition of the willing” on Thursday. Speaking from NATO headquarters in Brussels, Mr. Healey stated:

“We must not compromise the prospect of peace by overlooking the ongoing war.”

He further emphasized:

  • “Brutal fighting persists on the front lines.”
  • “Increased pressure must be applied to President Putin to end his war.”
