Authorities in Oslo have stated that the tourist tax will be optional for local municipalities, allowing them to decide on its implementation. Revenues generated from the tax will be allocated to projects benefiting both residents and visitors, including the upkeep of hiking paths and installation of public restrooms.

If enacted, the tax will be applicable to visitors staying in various types of overnight accommodation, such as hotels, hostels, campsites, and short-term rentals. Myrseth also verified that local administrations can modify the fee based on the season.

Speaking to Norway’s national broadcaster, NRK, she stated, “Tourism is not consistent throughout the year across the country. Certain locations experience particularly demanding periods during specific times of the year, leading to increased expenses for local residents.” While a definitive start date for the tax is yet to be established, it is projected to be in effect as early as this summer season.

Parliamentary Approval and Industry Concerns

Oslo is currently awaiting parliamentary approval for the legislation enabling the implementation of a tourist tax. Opposition factions have indicated their resistance to the proposed levy. The Confederation of Norwegian Enterprise (NHO) has cautioned that the tax could deter tourists from visiting the Scandinavian nation.

Criticism and Alternative Perspectives on Tourist Impact

A spokesperson for NHO characterized the tax as “unreasonable.” Critics contend that it disproportionately affects those staying in formal overnight accommodation, while exempting cruise ship passengers, day-trippers, and individuals in campervans utilizing free public overnight areas.

These critics argue that such exempted tourists can be more detrimental, especially in popular cruise destinations like the Lofoten Islands and Geiranger fjord. It is believed that soaring temperatures in typical summer destinations such as Italy and Spain are fueling a trend known as ‘coolcations,’ where travelers are intentionally opting for cooler destinations in Northern Europe, boosting tourism in places like Norway.
