The business community in Spain has once again voiced strong objections to recently introduced tourist taxes during a meeting with government officials. These regulations, encompassing both levies and conduct restrictions, are anticipated to affect 90 million visitors in 2025. British nationals constitute the largest demographic of tourists visiting Spain.
Local Residents Express Growing Concerns
Simultaneously, local populations are increasingly expressing discontent with the effects of tourism. Overcrowding and housing shortages in popular destinations are primary grievances. This rising unease has manifested in a series of demonstrations in cities such as Barcelona and Tenerife, prompting local administrations to enforce stricter rules. In the Balearic Islands, tourist fees could potentially increase from £3.36 to £5.04 per person nightly. Passengers on cruise ships will face a substantial surge in charges, experiencing a 200% rise from £1.68 to £5.04 per person per night.
Increases in Tourist Taxes Across Spain
Barcelona is set to double its tourist tax by the close of 2025, potentially reaching £12.40 per person per night, contingent on the standard of accommodation.
New Beach Regulations in Gran Canaria
Gran Canaria is preparing to implement new beach regulations starting in March 2025. Violations of these rules could result in fines of up to £2,500. Prohibited activities include:
- Playing music in designated sunbathing zones
- Utilizing umbrellas for shade
- Reserving sunbeds
- Collecting seashells or stones

During this meeting, the tourism sector representatives unanimously conveyed their complete disapproval of the measures outlined in the agreement, particularly the increased accommodation charges.

Furthermore, they reiterated a prior request made to the Councillor of Economy and Finance and the Councillor of Business and Labour, urging the creation of a comprehensive economic assessment before proceeding with this initiative.

This requested report is intended to evaluate “the potential adverse effects this decision may have on Catalonia’s tourism industry and the broader visitor economy.”

Authorities assert that the updated measures are designed to “maintain the competitiveness and high standards of the destination” while responding to “the perceived lack of constructive and understanding dialogue from the Government.”
