Barcelona, Manchester United and Manchester City have all been linked with Saul amid his stunning rise to prominence with Atletico.
The Spain international enjoyed a stunning international break, capped off with a goal in their 6-0 victory over World Cup finalists Croatia.
Atletico have managed to ward off Saul suitors for now with the player’s massive £134million release clause a major sticking point.
But Spanish website Ok Diario say Barcelona will land the Spaniard should they choose to meet that price.
Back in 2013, Barcelona cut David Villa loose.

The World Cup winner was deemed surplus to requirements at the Nou Camp and Atletico happily snapped him up.
Barcelona only let him go, though, after securing an agreement regarding Saul and Javier Manquillo.
OK Diario say the La Liga giants ensured that they would have first-refusal on both players, who were in the Atleti youth set-up at the time.
And that means that, if United or City come in with a massive offer, then Barcelona will be in pole position to sign him.
Ernesto Valverde’s side will be able to land Saul by paying £134m – even if United and City come in first.
But whether that happens remains to be seen.
Speaking back in the summer, Saul expressed his happiness with life at Atletico Madrid under Diego Simeone.
The Spaniard helped them win the Europa League in May and is set to drive Simeone’s side towards a La Liga title challenge this season.
And Saul said: “With my work, I have managed to achieve what I wanted, and in the end my feelings have always been positive.
“If they are not, then you may have to work in another way – looking for help outside: a professional, your family.
“Whenever I have had hard times, my family has been there and it is they who have been able to guide and advise me.
“For me, the circle that you have closest is very important: family, friends … It is the most important thing to keep you stable.

“You have to know who you are, have confidence in yourself and have the emotional stability to face all the situations that come to you.”
