Congress has until midnight to agree a budget or face federal employees being forced to take unpaid leave and some nationally funded services being closed.
The proposed budget will planned to see federal spending increase by about $300billion over two years as well as a rise in the debt ceiling until March 2019.
A spending plan for the Government was meant to be agreed by Congress in January.
However, a deadlock between Republicans and Democrats led to a three-day shutdown before the parties passed a temporary funding plan that provided money for federal services until today.
