North Korea unexpectedly signalled it would be open to resolving tensions with South Korea through diplomacy after months fueling World War 3 fears.
Prof Factor suggested US President Donald Trump’s “brash” tones could have convinced Pyongyang to re-open communication channels with Seoul.
He said: “Teddy Roosevelt said ‘speak softly and carry a big stick.’ Trump is speaking quite loudly, brashly and arrogantly but carrying a big stick.
“If you look at that is happening in North Korea all of a sudden Kim Jong-un is meeting with President Moon Jae-in, the president of the Republic of South Korea. This is new.”
The international politics expert said the new US strategy towards North Korea could resolve the stalemate created by the inaction of the Obama Administration.

Speaking to BBC News, Prof Factor continued: “The Obama Administration’s foreign policy did not change that much.
“Trump could change things, a lot. But it could change it for the worse. That’s the real issue.”
It comes after President Trump threatened North Korea with his “much bigger and more powerful” nuclear button following menacing undertones in Kim Jong-un’s speech on New Year’s Day.
Mr Trump wrote on Twitter: “North Korean Leader Kim Jong Un just stated that the ‘Nuclear Button is on his desk at all times.’
“Will someone from his depleted and food starved regime please inform him that I too have a Nuclear Button, but it is a much bigger & more powerful one than his, and my Button works!”
North Korea has been fanning fears of World War 3 by refusing to heed calls for denuclearisation – with leader Kim engaging President Trump in an escalating war of words.
But Kim appeared to offer an olive branch to neighbouring South Korea – a close US ally – by suggesting North Korea could use the 2018 Winter Olympics to organise diplomatic talks with Seoul to defuse tensions with the international community.
