That is the view of ESPN FC pundit and former West Ham goalkeeper Shaka Hislop.
Lukaku appeared to kick out at Bong during Manchester United’s 1-0 Premier League win over Brighton on Saturday.
However, the FA panel decided it did not warrant any further action, meaning he is available for the upcoming games against Watford (tonight, 8pm), Arsenal and Manchester City.
ESPN FC presenter Dan Thomas asked Hislop if Lukaku was another player, would he have faced any punishment.
“If this wasn’t Manchester United and if it wasn’t Romelu Lukaku, would we be sat here talking about a three-game ban, say for a ‘Charlie Davies’ or something like that?”, Thomas said.

Hislop was unequivocal in his response and says if it was an Everton player, such as Oumar Niasse who became the first player to be retrospectively banned for diving last week, or a West Ham player, such as Andy Carroll, they would have faced a suspension.
And he believes Mourinho’s outbursts towards the FA in the past put them off from punishing his leading scorer.
“Without question, without question,” Hislop fumed.
“At the same time you think some of Jose Mourinho’s earlier remonstrations this season, you wonder if that put the FA off, if that’s scared the FA of their actions somewhat.
“But, you cannot convince me that had this been another player, playing for another club in the bottom half of the table, playing for a West Ham or an Everton, that they would be facing a three-game suspension.
“And nobody would question it and we would say that’s absolutely right, don’t get me wrong.
“We would say a three-game suspension for Andy Carroll doing exactly this is exactly right, ‘what is Andy Carroll thinking? You’re leaving your team in the lurch’.
“But it’s Romelu Lukaku, it’s Manchester United, all the things that come with playing for Manchester United and as a result, the FA take a softly softly approach to it.
“There’s so much about this that does not make sense or does not add up for me in terms of the FA’s approach.”
