Full-back Alex Walker, Oscar Thomas and second-row Jarred Anderson have been drafted in by head coach Steve McCormack.
Kane Bentley, Frankie Mariano and Will Oakes have all made way after the 54-0 defeat by Tonga.
New Zealand will make wholesale changes and are expected to have a new-look backline.
Dean Whare, Jason Nightingale and Peta Hiku will all start.
Te Maire Martin, Shaun Johnson, Kenny Bromwich and Elijah Taylor will also be given a chance to show what they can do.
Meanwhile, McCormack refused to get too downbeat after Scotland’s mauling last week.
He said: “We were nowhere near good enough.
“There’s some damaged pride. But we’ll lick our wounds, patch ourselves up and get ready to go next week.
“I’ve got a fantastic bunch of players who are full of resilience and I can’t wait for next week.”
