Donald Trump has “got into Kim Jong-un’s head” and is “leading” the conflict, claimed Mr Hipp.
He said: “This President has got more out of the United Nations that I thought possible. He’s beefed up our allies’ missile defence capabilities.
“This President is leading and he’s tightening that noose.”
Speaking to Fox News, Mr Hipp discussed how the US should respond to North Korea’s threat and warned that Trump is in charge.
Mr Hipp said: “I think he’s got in Kim Jong-un’s head and I think that’s one of the reasons you’ve seen China do some of the things that they’ve done in terms of shutting down the money laundering that’s been going on through Chinese banks for years.”

He said: “This will be the first time since 1991 at the end of the cold war.
“We have three aircraft carrier strike groups now in the region, they’re in the western pacific.”
North Korea announced plans on Thursday for a huge nuclear test across the Pacific Ocean around the time that Donald Trump announced a trip to Asia.
Trump is scheduled to depart on November 3 on a trip that includes visits to Japan, South Korea, China, Vietnam and the Philippines.
