Mr Mattis is the first member of Donald Trump’s cabinet to visit the country since he vowed to stay the course in America’s longest war.
The visit comes as Afghanistan’s security forces struggle to defeat the Taliban.
Mr Mattis and Mr Stoltenberg, will meet President Ashraf Ghani to discuss the US-led NATO “train and assist” mission designed to strengthen Afghanistan’s military so it can defend the country on its own.
No casualties have been reported so far.
