The French President is pushing for deeper economic integration in the EU and began to reveal more details at Sorbonne University on Tuesday afternoon.
Mr Macron wants a shared eurozone budget alongside closer links between European voters and their institutions. He also called for a shared border police and defence force.
He addressed an audience of students while standing in front of a line of flags from the member states, with the EU and French flags at its centre.
He told them the continent was “more fragile than ever” due to the growth of nationalism and other forces.
And in what appeared to be a criticism of Britain, he warned against nations who are “hunkering down in their own countries” rather than embracing a reformed EU.

Mr Macron had arrived late for his big speech after crowds of demonstrators gathered outside the venue to protest against his controversial labour reforms.
Speaking on defence, he called for a “common defence force, common budget and common culture to act”.
And he set out a vision of a common European civilian force “to fight droughts or fires or earthquakes together”.
Tackling immigration, he said: “I want a for us to have an effective European border police that everywhere has strict border control and makes sure anyone who can’t stay here is sent to their countries.”
