Ri Yong Ho dismissed the President’s vow to “totally destroy” the hermit kingdom if it threatened the US and its allies.
When asked about President Trump’s UN address Mr Yong Ho said: “There is a saying that goes: ‘Even when dogs bark, the parade goes on’.”
The dismissive response comes after Mr Trump caused a stir as he ramped up his rhetoric while addressing the UN.
He said: “The United States has great strength and patience, but if it is forced to defend itself or its allies, we will have no choice but to totally destroy North Korea.
“Rocket Man is on a suicide mission for himself and for his regime. The United States is ready, willing, and able, but hopefully this will not be necessary.”

North Korean media declared victory for Pyongyang in the showdown with the “US-led imperialists”.
Propaganda mouthpiece KCNA said: “The Democratic People’s Republic of Korea (DPRK) is now emerging victorious in the showdown with the US-led imperialists, staunchly foiling the enemies’ anti-DPRK moves without any compromise and concession.
Appearing to double-down on its programme of nuclear tests and missile tests the isolated nation vowed to continue its pursuit of self-reliance and self-development.
The KNCA said: “Unless the US hostile policy and nuclear threat are fundamentally removed, they will invariably follow the road of increasing the nuclear force, giving full play to the might of self-reliance and self-development.
“It is a daydream for the US to stifle the DPRK.”
