According to Tuttomercatoweb, the Reds are planning to bid for Emerson within 24 hours of the transfer deadline.
The 23-year-old is a regular at Roma after signing from Brazilian side Santos in 2015.
He boasts a handful of Brazil youth caps and has made himself available for the full Italy national side after applying to change nationality.
Emerson tore his knee ligaments in May and is not expected to be fit again until the end of October.
However, the Reds believe it is still worth pushing for a deal for the player despite his current injury.
Emerson made 34 appearances for Roma last season as they club finished third in Serie A behind Juventus.
Liverpool are also gunning to sign Southampton centre-back Virgil van Dijk, while Mamadou Sakho remains transfer listed.
