The cyclone has travlled east and made landfall just west of Cameron in the south west of Louisiana.
The hurricane has now been downgraded to a tropical storm and is expected to further weaken to a tropical depression by Wednesday night, the US National Hurricane Center (NHC) said.
Harvey is located about 5 miles (8 km) west of Cameron, the NHC said.
“On the forecast track, the center of Harvey will move across the Lower Mississippi Valley and Tennessee Valley through Thursday,” the Miami-based weather forecaster said.
“Ongoing catastrophic and life-threatening flooding will continue across southeastern Texas.

“While the threat of heavy rains has ended in the Houston/Galveston area, catastrophic and life-threatening flooding will continue in and around Houston eastward into southwest Louisiana for the rest of the week.
“Isolated storm totals have reached 50 inches over the upper Texas coast, including the Houston/Galveston metropolitan area.”
The update added: “The flood threat has spread farther east, and additional rainfall amounts of 3 to 6 inches, with isolated amounts up to 10 inches, and the adjacent border of eastern Texas northeastward into western Kentucky through Friday.”
