President Biden was once again branded as ‘creepy’ after touching a staff member’s leg while greeting his service dog at the California Governor’s Office of Emergency Services

The video was taken during Biden’s first tour in the West Coast, where he surveyed damaged left by the wildfire season and campaigned in support of California Gov facing recall election Gavin Newson.

In the clip, posted by The Recount‘s account on Twitter, Biden can be seen placing his right hand on the leg of the dog owner in a gesture that some users on social media found ‘creepy.’ 

While having a conversation with the unnamed staff member, Biden brought up his long-time four-legged companion, Champ, who died in June. 

‘I had a black lab[rador] for fifteen years,’ Biden said. 

‘Best company in the world,’ the staff member replies.  

‘And then my German Shephard died at age 15,’ Biden said before the 13 second clip ends. 

It’s not the first time the president has been called out for inappropriate touching and not respecting other people’s personal space.

In 2019, he said that while he was just trying to ‘make a human connection,’ he was going to be ‘more mindful and respectful of people’s personal space.’

Trump started calling Biden ‘Creepy Joe’ after pictures of Biden standing too close to women resurfaced, amid the heated 2020 presidential election. 

In a 2015 photo, Biden can be seen leaning closely to then Pentagon chief Ashton Carter’s wife, as he seems to be whispering something on her ear and sniffing her hair. Mrs. Carter has said that Biden is a close friend and she did not feel uncomfortable by the gesture. 

During the presidential election, another 2015 photo resurfaced of Biden touching the arm of Delaware Senator Chris Coon’s daughter, as the teenager seemed to uncomfortably lean away from Biden. Coon also said his daughter  ‘did not think any of it.’ 

A spokesperson for Biden addressed the allegations of ‘handsy’ behavior, stating that the pictures had been taken out of context. 

‘Each was ostensibly captured by a photo that some have interpreted in a way that is reflected consistently, and without scrutiny.

‘Here’s the problem: in neither case is the often repeated and recirculated interpretation true. Both Stephanie Carter and Senator Coons have now felt compelled to speak out to put these ugly urban legends to rest,’ said Bill Russo in 2019. 

‘The Vice President has issued a statement affirming that in all the many years in public life that he has shaken a hand, given or received a hug, or laid his hand on a shoulder to express concern, support; or reassurance, he never intended to cause discomfort,’ Russo added.

Other users were more concerned about the President interacting with a service dog and wondered if he had previously asked the owner if it was ok to pet it.

‘That is an Assistance dog on duty. 

‘I sure hope he asked the handler if he could pet the dog. Generally handlers do not want their dogs distracted from their work. Big No!!!’ said @snapster552. 

However, some commended Biden’s character and familiarity with canines. 

‘I give pets to all 4 of the dogs on either side of my back yard. Even play fetch with them Two German Shepard and two mixed. But I own cats.

‘Real pet owners are just good people also. You can tell a lot about a person by the way they treat and interact with animals (pets),’ said @rizrug2216. 

Champ died on June 19, leaving Major, Biden’s other dog, as the sole First Dog of the nation.  

Biden brought back the longtime tradition of presidential pets when he took office in January, after a pet hiatus in the White House during Trump’s term.

Biden was in California surveying damage left by the state’s unparalleled wildfire season, and to boost Gov. Gavin Newsom’s chances of reelection ahead of the state’s Tuesday recall election. 

It is the President’s first tour in the West Coast since taking office. 

Biden approved a disaster declaration for California, allowing funds to go towards structural recovery after more than 6,800 wildfires large and small blackened an estimated 1.7 million acres within the state.  

Him and Newsom visited Sacramento and Long Beach on Air Force One for a Monday night campaign rally at Long Beach City College.

They then went to the California Governor’s Office of Emergency Services before an aerial tour of fire damage in the area. 

Biden spoke about the urgent action needed to combat climate change.

‘We have a global warning problem, a serious global warning problem. And it’s consequential…

‘Things are not going to go back the way they were, it’s not going to get any better than this today. It only can get worse,’ he said at a press conference.  

‘It’s not a Democrat thing, it’s not a Republican thing. It’s a weather thing. It’s reality. It’s serious,’ he added.  

‘We have to act more rapidly and more firmly and more broadly than today,’ the president said. ‘We can’t afford to let anything slip further. It really is a matter of what the world will look like.’ 

FiveThirtyEight.com’s compilation of polls showed on Monday that 57.5 per cent of California voters wanted Newsom to stay in office, while 40.8 per cent planned to vote for his removal.

A month ago, polls were essentially tied among Californians who planned to vote ‘no’ on the recall, which would allow the Democrat to remain, and those who planned to vote ‘yes,’ to oust him.

The second question on the recall ballot asks Californians to choose a Newsom replacement.
