Martin continued: “Under 18s, full-time students and people with a severe mental impairment [are exempt].
“If the household is only made up of those individuals, the house is exempt and you don’t pay council tax – there is not a penny to pay.”
However, Martin revealed that some who qualify for a discount are not fully exempt.
For example, he said live-in carers can get a discount, but they are not fully free from paying themselves.
This means if they live with those who are entitled for a full discount, they will still need to pay some council tax.
