According to authorities four people have been wounded. The incident took place in broad daylight near Skid Row at around 12.14pm local time. Three people have been taken to hospital for treatment and their injuries were described as non-life-threatening. Two victims are believed to be female.
The authorites have said the female shooter is still at large, Fox 11 reports.
Police and emergency services have surrounded the area around 5th and San Julian streets.
NBC reporter Andrew Blankstein wrote on Twitter: “UPDATE: Multiple Victim Shooting in Downtown Los Angeles: Now total of 4 victims.
“Reported just after noon at 5th & San Julian Streets in Skid Row area.
“No update on suspect, reported to be unidentified woman. per @LAPDHQ”
According to Captain Scott Harrelson, the shooting was “unusual” for the area.
He added: “This is unusual. You have the occasional shooting down here, but four is a lot.”
According to the police, only one person was specifically targeted.

The other victims were a social worker and a security guard who were in the car park, both were shot in the arm.
The shooting comes weeks after another horrific attack in a Walmart, in El Paso, Texas.
The shocking event took the lives of 22 people and injured a further 25.
The massacre happened near the Cielo Vista Mall, a few miles from the US-Mexican border, in El Paso on August 3.
Following the attack, 22-year-old, Patrick Crusius was charged with the attack after he surrendered to police.
Upon his arrest, one official described the shooter and insisted that he had never seen “anything like this” before.
