De Ligt looks set to leave Ajax this summer after a fine season both domestically and in Europe.
He skippered Ajax to the league and cup double as well as the Champions League semi-final.
A number of Europe’s top clubs have been linked with the 19-year-old’s signature.
Manchester United are the Premier League side most rumoured to be interested, though they cannot offer Champions League football.
Barcelona are also keen on De Ligt, as are French champions Paris Saint-Germain.
However, reports have surfaced in the last few days that the Holland star has opted to go to Juventus instead.
Juve have won Serie A for eight years in a row and Borst says there will be no challenge for De Ligt.
“If you can choose anywhere in the world you choose the Premier League, Barca or Real Madrid,” Borst told Sport.
“England and Spain have the two strongest leagues in the world.
“In those countries, you can see the best players and watch them improve.
“Juve? Ha! That club is guaranteed to win the league and they couldn’t lift the Champions League even with Cristiano [Ronaldo].
