Instead Emery goes with Lucas Torreira, Granit Xhaka and Aaron Ramsey in midfield.
Alexandre Lacazette and Pierre-Emerick Aubameyang lead the line for the Gunners.
One said: “I have bad feeling with this lineup… Where is my Ozil…? The tempo and the flow of the game will look somehow.”
Another explained: “Why drop Ozil? He did so well in the first leg!!!”
“Any Arsenal side without a fit Ozil is always lightweight to me. Lord help us,” a third added.
A fourth said: “Don’t know why this man under rate Ozil… And he is the best we’ve got.”
The winners of the match will face either Villarreal or Valencia in the Europa League semi-finals.
Ahead of the game Emery was full of praise for Napoli.
He explained: “They are a great club with a great president and a great coach here.
“Ancelotti is a three-time Champions League winner. They have great players.
“Their history is great history and their present gives them great opportunities and optimism to win things.
“They’re second in [Serie A] and they will play against us in this round of the Europa League.”
