State of the Union LIVE: Donald Trump delivers DELAYED address to nation after shutdown

There is speculation that the President could use the address to declare executive action, possibly a national emergency, to fund his planned wall along the southern border.

It has been suggested he could also announce a new summit with North Korean dictator Kim Jong-un to discuss the country’s nuclear weapons programme.

According to CNN Trump will say: “Together, we can break decades of political stalemate, we can bridge old divisions, heal old wounds, build new coalitions, forge new solutions, and unlock the extraordinary promise of America’s future.”

The event is due to start at 2am GMT (9pm EST).

0.07am update: At least four Democrats to boycott address 

Tonight’s State of the Union address will be boycotted by at least four Democratic Congressman. 

They are Earl Blumenauer of Oregon, Steve Cohen of Tennessee and both John Lewis and Hank Johnson from Georgia. 

Mr Cohen tweeted: “I’ll be joining John Lewis and others in boycotting the SOTU. 

“I’ll come to the House Chamber for the State of the Union when I can hear from a presdient who will tell the truth.” 

0.02am update: Address to focus on “foreign policy” 

President Trump will focus on foreign policy during his State of the Union address according to ABC White House correspondent Tara Palmeri. 

She tweeted: “Trump told supporters 40-50% of speech will be about foreign policy”.
