Manchester City, Chelsea and Liverpool currently make up the top three spots in the table and are only separated by goal difference.
They are all yet to taste defeat this season in the eight games they have played so far.
City are the bookies’ favourites to retain the title they won so comfortably last term.
Liverpool are many people’s tip to compete with Pep Guardiola’s side all the way until May.
However, Chelsea’s start to the season has surprised onlookers, including Burley, and Maurizio Sarri’s side are now fancied to mount a challenge themselves.
And Burley says he has seen enough from his former side that they can claim their third title in five seasons.
“Well let’s get to the crux of the matter, can Chelsea really push the two teams that everybody’s talking about for the Premier League title – Liverpool and Manchester City?,” he said on ESPN FC.
“Can they push them all the way?
“I think the answer, on the evidence we’ve seen so far, is yes.
“It’s something I didn’t think and certainly didn’t say at the start of the season with the late arrival of their very experienced Italian manager Maurizio Sarri.
“He’s got a plan, it’s clear, and the players are certainly taking it on board.
“He wants a possession game, he wants them to go through midfield, he’s trying to make sure he is keeping Eden Hazard happy and that seems to be the case because he’s playing particularly well at the moment, and they’re getting results.
“They look compact, they’re not making too many mistakes at the back with a partnership of David Luiz and (Antonio) Rudiger back there.
“That was something for concern certainly for the Chelsea fans at the start of the season.
“Chelsea it looks, if they can keep their players fit and happy, are going to push those two teams that I mentioned all the way this season.”
