Negotiations between the U.S President and the North Korean leader, however, have since stalled as the two sides struggle to narrow differences over the North’s nuclear weapons programme.
The Trump administration have blamed China for the lack of progress with North Korea and suggested talks could be put on hold until Washington resolves its dispute with Beijing.
China called Trump’s comments “irresponsible.”
Pyongyang is now demanding Washington guarantees security before it takes steps towards the disarmament of its nuclear arsenal.
In an attempt to reassure North Korea, the US president cancelled and delayed joint military drills with South Korea but said he will only agree to a peace deal after the country makes more progress on denuclearisation.
This week, the International Atomic Energy Agency said North Korea was still developing nuclear weapons.
The newspaper claimed that U.S. special units based in Japan were staging an air drill aimed at the “the infiltration into Pyongyang.”
The US military spokesman in South Korea was not immediately available to comment.
Rodong Sinmun newspaper said: “Such acts prove that the US is hatching a criminal plot to unleash a war against the DPRK and commit a crime which deserves merciless divine punishment in case the US fails in the scenario of the DPRK’s unjust and brigandish denuclearisation first.
“We cannot but take a serious note of the double-dealing attitudes of the US as it is busy staging secret drills involving man-killing special units while having a dialogue with a smile on its face.”
The newspaper urged Washington to implement the Singapore agreement which would see the country’s work towards the complete denuclearisation of the Korean Peninsula.
The US Embassy in Seoul said that they had no information about the drill alleged in the newspaper.
